People tend to confuse meanings. When it comes to too emotional manifestations, they focus on the emotional characteristic and not on the manifestation itself. They don't observe it or investigate, because emotions are considered a "good" thing. So, they automatically accept the manifestation, too.
But emotions are not good or bad by themselves; the way in which and the degree to which we can handle them (instead of them handling us) is what makes them good or bad.
